Is anyone familiar with how a simple form could be put within next to the Add To Cart button that would allow customers to send an offer on said product?

I don't know anything about simple for, other than perhaps shortcode being used in the description of the product? but we do have an inquiry mode, and it allows the user to be presented with an email form and send in requests about a product? you can activate by going to advanced listing options and put it into inquiry mode.
