How do I make quantity shipping a flat rate times # of pieces, without creating 1000's of price points per zone?

We don't really have a good solution for 1000's of entries. I would probably build a spreadsheet for this and import it into our database using a hosting phpmyadmin sql editor to do it quickly. not convenient, but just don't have an import system for something like this right now. Another option might be percentage based? This might get pretty close doing a percentage based shipping rate and it will build dynamically the cost of shipping as the order grows?
