Locked Out Message

A locked-out message and image are appearing randomly, normally this appears when the store link is clicked. I am not 100% percent sure that this is EasyCart related, but it does seem to be an issue with the store and it only happened when EasyCart was set up on the website.

Has anyone else seen this before and can help what may be causing it?
