Canadian taxes not showing up

I have watched the "how to apply canadian taxes" 4 x now and done all the steps as per the video..But it is still not applying taxes, even when i go to check out with my name and address it does not show shipping. I did notice when i go to the "diagnostics" tab it gives this message: You are setup to use no tax structure, this can be changed in the Store Admin -> Rates -> Tax Rates panel." So perhaps this is the reason it is not working? I tried to find "store admin" but can't find that tab.
any advice would be appreciated. thanks
