Column Display Issue

I want to break out each category on a single page and display the products under their respective category header. The issue I'm having is that even though I enable '4 column', it displays some of them properly but not others. I must fix this issue ASAP to make an important deadline.

ALSO: I can only reorder the first four products.

Please advise.
