Can Estimate Shipping be turned off?

I am using the Quantity Trigger for shipping rates. Therefore, I would like to remove the Estimate Shipping feature from the Cart page. (it does not appear to be doing anything with my current settings anyway). Can someone give me some insight on how to do this? CSS? Thanks!

I was able to locate the setting for turning the Estimate Shipping on/off on the Checkout settings page.
