I was wondering if anyone else had the problem of promotions not working. Once I enter the information then click save, it does save but the promotion doesn't work.

Just wanted to post that this was worked out, Thanks to help from jjones that it was the time setting on the server which is different than the time on WP. -
Yes, for others, sometimes you start a promotion, be sure to check it. You may need to add a day to the front end or the tail end of the promotion becuase depending on the server time, it doesn't know when you are present and other users end...Comment
