Making the Order Note mandatory and chaning the text Order Note txt

It it possible to make the 'Order Note' text field mandatory? Also I cant see where in the Advanced language where I change the 'Order Note' header text

Hello:

this is found in the 'Cart - Payment Information' panel of the language editor... and no, we do not have it set mandatory, it's an optional field for people to do so... making it such would require us to change core functionality of it.
