VAT on shipping

OK Big problem, the system seems to apply VAT to all shipping rates (weight based shipping set up buy country) Here in the UK if I ship to the UK or Europe I pay VAT on the shipping, however if I ship outside of these countries VAT is not charged on the shipping costs, unlike products where vat can be applied or not, there seems to be no way of doing this for shipping

OK I sorted this using the per country vat system
