Paypal charges

We use Stripe and Paypal as payment methods, however we would like to switch customer to using Stripe over Paypal as the charges are less than Paypal.
We have made credit card our payment default but a customer only has to select Paypal to switch away from our preferred payment option.
So, is there a way of adding a surcharge if Paypal is selected as the payment option?

unfortunately no, we can't do a surcharge or anything on payment gateways we have.
