Cannot Add PayPal as Payment Gateway

When I click on "Enable live" for PayPal, it takes me to the PayPal setup page okay.

However, when I enter my PayPal email address, it says it is already used for my business account.

It then says to login, but the link takes me back to the same screen.

I even created a new business account under a new email address, but the enable live still showed as off.

I have connected okay before, any ideas why it is sending me in circles?

Seems to have been because I had two-factor authentication enabled on my PayPal account.

Turned it off and it connected okay.
