Flat rate shipping by Category would be a nice addition. I always find myself goofing around and finding creative but painful ways to get my shipping right on each item. So if I'm selling Shirts I could put it in the Shirt category and ship for $5 or my stickers could go into my Sticker Category and ship for a different amount.
On a side note, my shipping about 60% of the time doesn't even show up at all when customers are checking out. I have it set on Flat Rate with two options. Local Pickup or Standard but it seems to be defaulting to no cost for shipping
