Show a Message on Shopping Cart

I want my customers to see a message about coupons when they view their cart. How do I put a message on the shopping cart page?

What I have found works is find a good POP UP plugin and set it to trigger and open up just on that page. Popup Maker is the one I have used (free) and seems to work pretty well without a huge learning curve. ~ Sandy
